San Francisco police lieutenant Bullitt is tasked by Walter Chalmers with ensuring the safety of Johnny Ross, a mobster formerly with the Chicago Mafia who is set to testify against the criminal organization.

Chalmers, an ambitious politician, is determined to use this testimony to firmly cement his popularity. Ross is being held in a hotel room. Two hitmen manage to track him down and gun him down in the middle of the night. Bullitt sets out in pursuit of them, despite the anger of Chalmers, who wants the case taken away from him. The lieutenant tracks down the assassins and chases them across San Francisco. After a wild pursuit, the two henchmen meet their accidental deaths...
